Jefferson FifthCo was established in 2006 with one simple objective: to offer organizations a comprehensive and cost effective way to build, enhance or reinvent a great public affairs program.
Today, the ability to influence the public discourse/policy debate is more critical to the success of an organization than ever. As special interests fragment well-established coalitions … as partisanship and polarization erode efforts to build consensus … as the explosion of media alternatives bring increased scrutiny to all levels of the public sector … it is no longer reasonable to simply “let nature take its course” or to react to your external environment.
Organizations are not confined to reacting to the political developments it finds itself facing. On the contrary, it is possible to create the political environment that understands and supports the products or services you provide and the jobs you create. John R. Bazin
Jefferson FifthCo, LLC
For twenty five years Mr. Bazin, has worked for Fortune 200 companies as an industry & government affairs professional. He spent the first fifteen years of his career working for Anheuser Busch where he developed the skills and experience that have allowed him to successfully work in a variety of industries. Following his time at Anheuser Busch, Mr. Bazin has held other leadership roles with Bristol Meyers Squibb, Waste Management and Cendant Corporation, where he spent six years building a national government affairs program from the ground up.
Mr. Bazin’s industry experience spans consumer products, travel & tourism, energy & environmental, pharmaceutical, hotel & lodging, timeshare, real estate, title & settlement services, financial services & mortgage lending, franchise services and rental car. He has worked in both manufacturing and service oriented organizations.
Mr. Bazin founded Jefferson FifthCo in 2006 to provide services to private and public organizations. Jefferson FifthCo was formed following the break up of Cendant Corporation when several of the new companies sought his counsel in solving their government relations problems.
Jefferson FifthCo, continues to grow significantly with an expanding portfolio of clients and by expanding its team of experts to include a full array of experienced public affairs and communications professionals capable of delivering services at the local, state, federal and international levels.
Jefferson FifthCo’s mission is to assist organizations in creating the political environment they need to succeed. Services range from strategy development to tactical implementation and project management. As part of Jefferson FifthCo, Mr. Bazin has organized a network of lobbyists in Washington and in the fifty state Capitols to serve his client base.
Mr. Bazin’s expertise spans all aspects of a modern, sophisticated government relations function including, issue management, policy & research, opinion research, lobbying, grassroots, political giving strategies, and trade association management & coalition building.
Over his career, Mr. Bazin has served a variety of professional organizations including California Travel & Tourism Commission, State Legislative Leaders Foundation, the National Speakers Conference, The Senate Presidents’ Forum, State Government Affairs Council, National Conference of State Legislators, Republican and Democratic Governors Associations, Republican and Democratic Campaign Committees, Republican and Democratic Attorney’s General Associations, and the National Hispanic Caucus of State Legislators to name a few.
Mr. Bazin, a native Missourian, lives with his wife Karan and his three children in New Jersey. He holds undergraduate and masters degrees from the University of Missouri-Columbia in Economics and Education/Counseling Psychology.

Robert S. Taylor, Esq.
Jefferson FifthCo, LLC - Principal
Robert S. Taylor, Esq. is the Managing Director of the firm’s Mid-Atlantic Office. Mr. Taylor is a 1978 graduate of Slippery Rock State College and received his Juris Doctor from Temple University School of Law. Mr. Taylor is admitted to the United States Third Circuit Court of Appeals, the United States District Court of Eastern Pennsylvania, and the Pennsylvania Supreme Court. He has been a White House appointee to the Environmental Protection Agency, a trustee in bankruptcy in the Eastern District of Pennsylvania, and a staff attorney to the Pennsylvania Worker’s Compensation Appeal Board.
Mr. Taylor’s association with the consulting firm founded by former U.S. Secretary of Transportation, Drew Lewis, has resulted in considerable exposure to the legislative, regulatory, and executive branches of state and federal government and private business management. His clients have included among others, Fortune 500 companies, large banks, engineering firms, marine terminal operators, software companies, waste haulers, pharmaceutical firms, health related organizations, and various non-profit organizations. He has served as Executive Director of the National Constitution Center in Philadelphia, serving as a principal in the raising of $90 million in public funds to construct the one-of-a-kind museum. Mr. Taylor currently serves as Executive Director to the American Business Council, Inc., a Washington, D.C. based association promoting free and open trade while assisting American manufacturers compete in the global economy.
Mr. Taylor has been active in Pennsylvania government, business, and politics for twenty-five years. Raised in Bucks County, Pennsylvania, he coordinated the 1980 George Bush for President campaign in Pennsylvania, and was Director of the Reagan-Bush 1984 re-election campaign in the Commonwealth. He has also managed several lower profile congressional and state campaigns. Mr. Taylor served as Treasurer of the Pennsylvania Republican Party from 1986 to 1992, and served as a member of the Governor’s Transition Team in 1994. He has been a Delegate and attended various Republican national conventions, and serves as a fundraiser for numerous federal, state, and local candidates.
Mr. Taylor has served on the boards of several Pennsylvania companies and charitable organizations such as Employers’ Acquisition, Inc., the Pennsylvania Partnership for Economic Education (Vice Chairman), Southern Homes Services (Treasurer), Bucks County NAWC Economic Adjustment Committee (Chairman), the Bucks County Housing Development Corporation, the Delaware Valley Regional Planning Commission, Slippery Rock University Council of Trustees (Vice Chairman), Slippery Rock Foundation, Inc., the Regional Learning Alliance, Inc. (Secretary) and the Trade Task Group, Inc. Mr. Taylor serves on Philadelphia 2016, the local organizing committee seeking to have Philadelphia chosen to site the 2016 summer Olympics. He is also Chairman of the $33 million “Campaign for Slippery Rock” working to raise sufficient funds for the improvement and growth of Slippery Rock University.
Mr. Taylor is married and has three children. The family resides in New Hope, Pennsylvania.

Byron Nelson
Jefferson FifthCo, LLC - Director, Policy, Grassroots and Field Operations
Byron Nelson has spent the past two decades working with Fortune 250 corporations on legislative and grassroots projects involving all 50 state legislatures and members of the U.S. Congress. His clients have included Exxon/Mobil, General Motors, Microsoft and R.J. Reynolds. Specialties include fighting taxation and government regulation.
Throughout his career Mr. Nelson has worked in team environments within the companies he has served and his primary duties have included the tracking and analyzing of legislation across the 50 states. His strategic contributions to actions by his client organizations have included grassroots, advertizing, campaign organization, coalition building and target development.
Mr. Nelson is also a former press secretary in the U.S. House, U.S. Senate and served as director of public affairs at the U.S. Environmental Protection Agency in the Reagan Administration. He has worked in political campaigns in a dozen states and served with Karl Rove at the Republican Party of Texas.
Nelson is a native of Texas and the nephew of Hall of Fame golfer Byron Nelson.
